Is your Village President above the law?
It seems so.
I am reading the public meeting minutes from your Village and I found something very interesting. On the July 10th Meeting at 7pm, the Village President opens the meeting wanting to discuss the behavior of one of the Trustees. Now, keep in mind, this is a public meeting. Reporters, townspeople, and outsiders can all attend and sit in on this. Its also part of the public record.
President Hansen opens the meeting wanting to discuss Trustee Patricia Schlitters behavior. Another Trustee, Trustee Walter, asks the Village Attorney, who is also present, if this is ok to discuss this in a public meeting. The attorney says that it is NOT OK to discuss this at this time in a public meeting, that EXECUTIVE SESSION needs to be used to discuss a Trustee’s personal behavior.
So now what happens?? Does the meeting move on to other Village business??
Nope. Right there in the public records, minutes after the attorney said that this is NOT OK to discuss this in a public meeting, President Hansen goes on to state that Trustee Schlitter has been disruptive at Board meetings, that an Ethics Ordinance needed to be put in place because of her(supposedly), and then President Hansen goes on even further to discuss that Trustee Schlitter was arrested for disobeying an officer on the 3rd of July.
Now, this is clearly wrong in and of itself. Not only are they discussing this in a public meeting, but the Attorney just a minute before clearly said that this is NOT OK to discuss this here, that it is for an executive session only! And President Hansen completely disregarded him and discussed this anyways, taking up a full two pages of the meeting minutes.
Now, what is even more strange?
Patricia Schlitter herself was neither present at this meeting, nor aware that she was arrested. Officer Kelly Given did not arrest her at the time of the incident and Trustee Schlitter did not even know at the time that she had even been arrested, yet this was discussed without her presence or knowledge of either the discussion or her recent arrest, right there in a public meeting.
Why did Patricia Schlitter get arrested??
For disobeying an officer, of course. She went around some cars after the fireworks and Given thinks she didn’t listen to her tell Schlitter not to do that and that she yelled something in her car during this time. So, instead of arresting Patricia Schlitter right away, Given waited until the 10th of July, a full 7 days later to arrest her and write out her report, apparently back-dating it. Why didn’t she arrest Schlitter at the time? Supposedly, it says in the meeting minutes, she was busy and couldn’t leave her post. I guess the Village must run pretty slowly if it took her 7 days to leave her post and issue an arrest.
Why did Patricia Schlitter really get arrested?? Did she really disobey Given? Anyone can say a week later that they disobeyed something, long after the incident is over with.
But this goes much further than this incident. Patricia Schlitter was and still is a threat to President Hansen. She has expressed an interest to run for President herself, for one. For another, in a meeting exactly one week before her arrest. Not one week before the incident, but one week before her arrest, Patricia Schlitter noticed that a huge amount of money was missing from the Village. $5,300. For a Village the size of McCullom Lake, this is a large amount. It isn’t Chicago or Arlington Heights. When Schlitter brought this point up, President Hansen told her not to worry about the money, it went for “administrative fees”. This is like someone telling their husband or wife, “oh don’t worry. That $400 that’s missing out of the bank just went for a few groceries.” That’s a ridiculous thing to say and Trustee Schlitter rightly wanted to know where the Village’s money went and how it was being used, seeing the Village needs a lot of work and cannot afford to waste any money at all. She never found out. A week later she was arrested, long after the incident which she supposedly was arrested for was over with.

The Village of McCullom Lake has hired a police officer you should all be aware of. Officer Kelly Given from Marengo. Why they hired her? I do not know. Perhaps because it would save the Village money not having to train a new officer, who would then need to be sent to the Police Academy. Perhaps for other reasons. However, I believe that in the Village, the anonymous opinion of Given is that she has been railroaded in Marengo and that none of the charges for which she resigned were true. Consider this: 1. Officer Given was involved in many incidents in Marengo involving police brutality. In one such incident a 14 year old, 5 foot, 1 inch tall girl was held on the ground while being bitten in the neck, arms by Given’s dog Quanto. This girl has scars to this day, and is currently involved in a lawsuit against officers in Marengo, including Kelly Given, who attacked her at the time. Do you want an officer on your police force who is currently being sued under these circumstances?? 2. Officer Given has lied on numerous police reports in Marengo. The reason for this is that she was dating another officer at the time, Officer Scott Crawford, who beat up and seriously injured more than 30 teens in Marengo, IL, some very seriously. Officer Crawford has also been forced to resign from Marengo. If he did not resign, action would have been taken against him by the city and he would have been fired. Kelly Given purposely lied on police reports to protect Crawford by writing and testifying in court that the people he beat up broke the law and did things that they didn’t. In many cases, this has resulted in innocent teens and twenty year olds, who were on their way to college and careers, to wind up going to prison. Do you want to take a risk in your small Village that one of you or your children will be falsely arrested and lied about by this officer?? 3. Officer Given has wasted time on the clock by sneaking out and meeting for lunches, and who knows what else, with Officer Crawford. 4. Officer Given and Officer Crawford went into houses of witnesses who would testify in court and threatened them personally, telling them that unless they testified a certain way, that they would be arrested or drugs would be planted on them. 5. Finally, Officer Given did something the City of Marengo could not even tolerate. She stole a police report that was sealed, on a girl who was a minor, and gave it to a NW Herald reporter. The NW Herald then wrote a story, trying to discredit this girl, who is currently involved in a lawsuit against the City of Marengo. But, Given actually stole a sealed police report of a minor. She broke a law, and in any county but this one would be sitting in jail right now. Instead she is working in your police department because your Village did not check into her records more carefully before hiring her, in order to see just what she did in Marengo. It is not surprising that people in your Village have started to have trouble with Officer Given. For your own good and peace of mind, I would say you should try to take action to have her fired. Read about this. It was on CBS, Channel 2,9, and many others, as well as in the Tribune and other major area newspapers. The partner in this case, who is also getting sued, is Kelly Given.
